Budget de la région : intervention du président !
Monsieur le Président du Conseil économique et social régional,
Mesdames, Messieurs,
Cher(e)s collègues,
Le budget que je vous présente aujourd’hui est sans grande surprise puisqu’il est conforme à celui que j’ai présenté à l’ensemble des Picards, comme j’en avais pris l’engagement.
Il décline par ailleurs pour 2010 les orientations budgétaires dont nous avons débattu lundi.
Comme l’a souligné le Conseil Économique et Social dont je tiens à saluer la qualité du travail, c’est un budget de transition qui, comme nous l’avons voulu, permet à la nouvelle équipe d’adapter un certain nombre de nos dispositifs, pour répondre à la fois à la crise économique et sociale que nous vivons et au nouveau contexte qui nous est imposé par la contre-réforme territoriale et fiscale.
C’est une nouvelle donne à laquelle nous sommes confrontés et dont nous devons tirer toutes les conséquences.
Au moment où nous nous réunissons, si nous ne savons toujours pas quelles seront les compétences des uns et des autres, nous pouvons déjà noter que la structure de la fiscalité est bouleversée par la suppression de la taxe professionnelle.
Au-delà de tous les mécanismes compliqués de la réforme, c’est d’un allègement de 8 milliards d’euros dont bénéficieront les entreprises, avec comme conséquences inéluctables un alourdissement des charges sur les ménages.
C’est par ailleurs, pour les Régions, la suppression de toutes les recettes liées au foncier, et c’est pour toutes les collectivités une incertitude majeure sur le lien entre l’investissement et le retour fiscal attendu.
Pour ce qui concerne la Région, il est clair que l’évolution des compensations de la taxe professionnelle sera inférieure à l’évolution naturelle de nos recettes à pression fiscale constante, par le simple jeu de la revalorisation de nos bases. Nous en avons un avant goût avec l’évolution de nos dotations pour 2010, qui se traduisent par une diminution de 0,6%, comme le fait remarquer le CESR.
Par ailleurs, nos ressources dites autonomes, qui sont fondées sur des recettes liées à l’automobile comme la TIPP ou les cartes grises, diminuent mécaniquement avec la crise mais au-delà avec l’émergence, que nous souhaitons d’ailleurs, d’un autre modèle de développement.
Enfin, comme je m’y étais engagé, je n’ai pas souhaité utiliser les quelques degrés de liberté qu’il nous reste cette année sur le foncier et les cartes grises, afin de ne pas encore plus pénaliser les ménages.
En 2010, c’est un budget quasi constant que je vous propose. Un budget maîtrisé qui voit augmenter l’épargne brute par rapport à 2009.
Ce n’est pas pour autant un budget sans ambition. La première est de maintenir un haut niveau d’investissement avec presque 356M€ de crédits.
C’est le niveau le plus important qu’ait jamais connu notre Assemblée. Il donne à la Picardie les moyens de sa mutation et contribue au soutien de l’économie régionale pour financer des projets dont la durée de vie est le plus souvent supérieure à 30 ans, comme c’est le cas pour les constructions universitaires, les lycées et les trains, et ce avec un montant d’emprunt supplémentaire de près de 194M€.
La seconde ambition est de passer du rattrapage au développement intégré.
Dans presque tous les domaines, notre Région se caractérise par l’importance de son intervention par habitant. C’était la condition du rattrapage. Nous voulons aujourd’hui augmenter l’effet de levier de nos interventions par une approche encore plus ancrée sur les territoires et par la mise en place d’outils innovants, associant à l’effort de la Région celui de nos partenaires publics et privés.
C’est pour cette raison que nous avons suspendu un certain nombre de dispositifs, pour mieux les refonder. C’est tout l’enjeu des chantiers que nous voulons ouvrir d’ici l’été.
Cet exercice permettra notamment de concrétiser la Mission pour l’égalité des chances, les nouvelles modalités d’aide aux étudiants et aux jeunes, les nouvelles formes d’intervention pour l’emploi et l’économie, la politique de l’environnement et de la solidarité internationale, car nous ne voulons pas rajouter des dispositifs aux dispositifs, mais bien les reprendre dans une seule et même logique, qui est celle de l’emploi, du développement durable et de l’équité.
D’ici là, l’année 2010 sera marquée comme en 2009 par un fort niveau d’intervention et par la concrétisation de nombreux projets, notamment dans le domaine de l’enseignement supérieur et de la recherche, où à l’exception d’une seule opération, toutes celles qui figurent au Contrat de projet ont démarré.
La plus avancée parmi elles est sans doute la création du complexe de formation, de recherche et d’innovation technologiques de l’UTC. Ses travaux devraient commencer d’ici à la fin de l’année, pour un montant de 20M€. La construction des laboratoires de recherche en santé sur le site du CHU est également bien partie puisque les études de maîtrise d’œuvre sont en cours. Là aussi, les travaux devraient coûter 20M€.
D’autres chantiers importants devraient franchir des étapes décisives cette année pour l’Université de Picardie Jules Verne à Amiens et à Saint Quentin, pour l’Université de Technologie de Compiègne, pour l’Institut Lasalle à Beauvais.
En 2010 plus que jamais, la Région soutiendra les programmes de recherche de ses Universités et de ses grandes Écoles. Elle accompagnera également le développement des centres de transfert de technologie, et notamment la création du centre de transfert dédié aux composites à Méaulte.
Ce sera également une année importante pour les lycées, puisque de nombreux travaux seront livrés à Laon, Soissons, Chauny, Saint Quentin, Friville Escarbotin, Ham, mais aussi Crèvecoeur-le-Grand et Nogent-sur-Oise. D’autres chantiers seront lancés au lycée professionnel agricole de Fontaine les Vervins, un internat au lycée Corot de Beauvais, sans oublier bien sûr les travaux de la Cité scolaire à Amiens et la reconstruction des internats des lycées de Péronne. Ce sera également une année importante pour la mise en œuvre du plan de maîtrise de l’énergie dans les lycées, avec notamment la mise en place de nouveaux contrats d’exploitation de chauffage qui associent les lycées aux économies d’énergie.
S’agissant des transports ferroviaires, comme l’a souligné fort justement le CESR, nous recevrons cette année une quantité importante de nouveau matériel qui va encore améliorer la qualité de transport des usagers. En tout ce sont 5 nouvelles rames TER nouvelle génération qui arriveront sur l’axe Paris – Beauvais et 16 AGC bimodes (électrique et diesel) qui circuleront sur l’ensemble de la région.
D’autres investissements sont prévus notamment pour la culture, en partenariat avec les Conseils généraux, mais également pour le logement, qui reste pour nous une priorité, à l’heure où les crédits d’État comme ceux de l’ANRU font de plus en plus défaut.
Nous aurons en 2010 à faire le point sur le Contrat de projet et à procéder à sa révision à mi-parcours. Je ne redirai pas ce que j’ai déjà dit lors de mon installation mais les conditions qui ont permis la signature de ce contrat ont aujourd’hui changé. L’État a modifié les règles du jeu et nous devons en tirer aujourd’hui toutes les conséquences.
Il n’est pas encore trop tard pour retrouver les voies du dialogue constructif entre l’État et les régions. C’est le sens du courrier qu’a adressé Alain Rousset, Président de l’Association des régions de France, au Président de la République. J’espère sincèrement qu’il saura nous entendre. Dans toute l’Europe ce sont les Régions qui sont porteuses de projets et d’innovation. Je l’ai déjà évoqué pour ce qui nous concerne, s’agissant de l’enseignement supérieur et de la recherche. Je voudrais aussi citer Picardie Roissy, qui est bien plus qu’un projet d’infrastructure, une ambition d’aménagement pour notre Région, la démonstration aussi que la mobilisation régionale peut faire avancer des projets qui piétinaient depuis 20 ans.
J’espère aussi que l’État saura dégager les moyens nécessaires pour avancer sur le Canal Seine Nord Europe et assumer ses responsabilités sur les routes nationales qu’il lui reste.
Je veux vous dire que le budget que je vous propose d’adopter est celui d’une ambition maîtrisée pour la Picardie. Il prend en compte la nouvelle donne qui nous est imposée par le gouvernement pour garder notre capacité d’innovation et d’investissement dans la durée. Il s’inscrit résolument dans la logique d’éco-région solidaire que nous avons voulu installer dans le précédent mandat et dégage les moyens pour approfondir nos interventions en faveur de l’emploi, l’égalité des chances pour les jeunes notamment par l’éducation et la formation, le développement intégré des territoires. Il permet la mise en œuvre des grands projets structurants que j’ai évoqué dans le débat d’orientation budgétaire.
J’ai conscience que l’exercice que j’ai demandé à nos services pour tenir les engagements pris devant les électeurs était particulièrement exigeant. Je veux les remercier pour leur travail qui a dû bousculer bien des habitudes, comme je veux remercier le CESR d’avoir accepté de transmettre son avis dans un délai particulièrement contraint.
Si j’en juge par la précision des analyses, cette vitesse n’a pas pour autant été de la précipitation. Je pense que nous pouvons utilement prendre en compte les remarques et propositions, dans la période d’ajustement des politiques publiques que j’ai annoncée au début de mon intervention.
Au-delà, c’est bien évidemment l’ensemble des partenaires qui, comme nous l’avons toujours fait, seront associés à la définition des interventions qui les concernent, suivant les orientations clairement affichées dans notre DOB.
Maîtrise et volonté, tels sont les maîtres mots de ce budget que je vous propose, qui permet de maintenir un haut niveau d’intervention publique et de continuer à préparer un autre avenir pour la Picardie, sans pénaliser les ménages.
