L’Etat UMP abandonne le logement social en Picardie
Le comité régional de l’habitat, qui devait se réunir le 4 février prochain, vient d’être annulé par le Préfet de région et les services de l’Etat, « en l’attente de la notification complète des dotations pour l’année 2010 ».
A quelques semaines des élections régionales, le gouvernement cherche en fait à camoufler les conséquences de ses politiques et de ses choix budgétaires. En effet, en décidant de ne pas reporter, contrairement aux années précédentes, les crédits non consommés pour la production de logements à loyers modérés, le gouvernement s’apprête à amputer de 55% (6 millions d’euros en 2010 contre 13 millions en 2009) les crédits destinés à la réalisation de logements sociaux en Picardie.
D’ores et déjà, ce brutal abandon par l’Etat UMP du logement social, accessible à tous les Picards quels que soient leurs revenus, va entrainer un recul de près de 25% des chantiers engagés en 2010 selon les estimations des professionnels de la construction.
Le 15ème rapport annuel de la Fondation Abbé-Pierre souligne d’ailleurs l’aggravation considérable de la crise du logement, les 3,5 millions de mal logés, les 6,5 autres millions de personnes fragilisées. Autant de conséquences d’une politique gouvernementale dépourvue de moyens à la hauteur de cette crise et dénuée d’une volonté forte dans ce domaine. Le logement n’est vraiment pas une priorité pour la droite au pouvoir !
Mme Cayeux qui représente l’UMP dans notre région et son second de liste, le député Courtial, doivent prendre clairement position sur ce sujet si important pour les Picards. Derrière les sourires électoralistes de façade, nos concitoyens ont le droit de savoir si Mme Cayeux et M. Courtial soutiennent ou s’ils dénoncent les politiques rétrogrades du gouvernement et de leur ami François FILLON, tout particulièrement dans le domaine du logement.
Dans l’Oise et en Picardie, l’action conjointe du Conseil régional et du Conseil général, au moyen notamment du Fonds départemental d’intervention en faveur du logement (FDIL) et de l’Etablissement public foncier de l’Oise (EPFLO), a permis en 5 ans la construction de 6000 nouveaux logements et la réhabilitation de 7750 autres.
Hélas, l’action volontariste des collectivités locales ne peut suffire à répondre à toutes les demandes, qui plus est dans un domaine supposé être de la compétence de l’Etat mais totalement laissé à l’abandon par la droite au pouvoir.
